 Lieu said the nonbinding measure is the first piece of federal legislation to be written by AI.

  • The resolution, introduced on Thursday, emphasizes the responsibility of Congress to ensure that AI remains ethical, safe, and secure and respects citizens' privacy.
  • To create the bill's text, Lieu prompted ChatGPT with the following phrase: “You are Congressman Ted Lieu. Write a comprehensive congressional resolution generally expressing support for Congress to focus on AI.”
  • The measure comes several days after Lieu penned an op-ed for The New York Times, in which he argued that AI needs to be regulated and the U.S. government should create a dedicated federal agency to oversee this process.
  • Lieu pledged to introduce legislation to form a nonpartisan A.I. Commission, which would recommend ways to structure this federal agency and decide what AI technologies should be regulated.
  • "We can harness and regulate A.I. to create a more utopian society or risk having an unchecked, unregulated A.I. push us toward a more dystopian future," he wrote.
