New York legislative session fails to pass housing bills

the New York legislative session failed to pass a collection of housing bills as the state's Governor and legislative leaders disagreed on the housing plan.

Democratic lawmakers were working on introducing a housing package in the final week of the session.

State Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie said in a joint statement they reached an agreement, but Governor Kathy Hochul was not on board.

  • The lawmakers had agreed on good cause eviction protections, the Housing Access Voucher Program, and extending the deadline for unfinished multifamily projects to apply for an affordable housing tax break.
  • The Governor's office disagreed with the lawmakers' claims and said the legislature did not intend to pass any housing legislation in the first place.
  • Hochul pledged to create 800,000 new housing units in her annual budget address in the next ten years by incentivizing developers, mandating new construction in suburban communities, converting vacant office spaces, and allowing denser residential complexes in city neighborhoods.
