The U.S. government has been monitoring U.N. Secretary-General Antonio Guterres, according to official documents leaked online.  

The documents indicate that Washington viewed the UN leader as being too soft on Moscow.

  • Some of the leaked documents contain information about private conversations between Guterres and his deputy.
  • One of the documents suggests that Guterres was overly willing to accommodate Russia in a bid to preserve Moscow's Black Sea grain deal with Kyiv.
  • A senior U.N. official refused to comment on the leaks but said the organization was attempting to reduce the impact of the Russo-Ukrainian war on poor global populations.
  • He noted that this entailed "doing what we can to drive down the price of food," which included ensuring access to fertilizer. 
  • Russia is the world's largest fertilizer exporter and has complained that its exports are being harmed by international sanctions.
