The Center for AI and Digital Policy has filed a complaint with the Federal Trade Commission (FTC),
urging the agency to investigate OpenAI, prevent commercial releases of
GPT-4, and establish measures to safeguard consumers, businesses, and
the commercial marketplace.
The complaint claims that GPT-4,
OpenAI's latest large language model used to power ChatGPT, violates FTC
rules against deception and unfairness.
- The
complaint asks the Commission to investigate OpenAI and find that the
commercial release of GPT-4 violates Section 5 of the FTC Act, which
provides guidance on AI and outlines emerging norms for AI governance
endorsed by the U.S. government.
- The complaint follows an open
letter signed by Elon Musk, AI experts, and industry executives calling
for a six-month pause in developing systems more powerful than GPT-4.
- Legislators,
ethicists, technology experts, and business leaders have previously
called for regulatory intervention on generative AI models.
- In late January, Rep. Ted Lieu, D-CA, used ChatGPT to write legislation calling for Congress to increase its focus on AI.
